Senior Finance Officer

Reports to: Head of Finance

Position Type: Full-Time

Job Summary Afya na Haki Institute (Ahaki) is seeking an experienced Senior Finance Officer to join our team. The ideal candidate will possess a strong background in financial management, excellent analytical skills, and a thorough understanding of NGO finance operations and compliance. The Senior Finance Officer will play a critical role in ensuring the financial integrity of our organization and supporting its mission by providing accurate financial insights and guidance, thus enabling informed decision-making and the sustainable allocation of resources, coordinating external audits, and ensuring meticulous compliance with financial standards, policies, tax, and donor regulations, and oversee the implementation risk mitigating measures

Key Responsibilities

  1. Financial Management:
    • Support with the financial operations of Ahaki, including budgeting, forecasting, and cash flow management.
    • Prepare and maintain accurate financial records and reports, ensuring compliance with internal policies and external regulations.

    2. Tax Compliance:

    • Ensure adherence to Ugandan tax laws and regulations, including income tax, VAT, and withholding tax.
    • Prepare and submit all necessary tax returns and documentation to the Uganda Revenue Authority (URA) promptly.

    3. Reporting and Analysis:

    • Prepare monthly, quarterly, and annual financial reports for management and stakeholders, highlighting key financial metrics and trends.
    • Conduct regular financial analysis to support decision-making and strategic planning.

    4. Audit and Compliance:

    • Coordinate and support internal and external audits, ensuring all financial documentation is readily available and accurate. Coordinate the timely engagement of external auditors, and oversee the preparation, management, and successful conclusion of all auditing activities (internal and external) for Ahaki, ensuring prompt addressing of management comments and timely implementation of recommendations.
    • Maintain compliance with donor requirements and regulations, ensuring transparent and accountable financial practices.

    5. Subgrant Management:

    • Develop and implement subgrant policies and procedures in line with organizational and donor requirements.
    • Assist in the identification, evaluation, and selection of subgrantees, ensuring alignment with organizational objectives.

    6. Documentation and Record Keeping:

    • Maintain accurate records of agreements/contracts, financial reports, and communications with all stakeholders.
    • Ensure all documentation is organized and accessible for audits and evaluations.

    7. Monitoring and Reporting:

    • Conduct regular financial monitoring of subgrantees to ensure compliance with budgetary guidelines and reporting requirements.
    • Review and approve financial reports submitted by subgrantees, providing feedback and support as necessary.

    8. Capacity Building and Support:

    • Provide training and support to staff on financial management best practices and reporting requirements.
    • Review and implement financial policies and procedures to enhance efficiency and effectiveness.
    • Provide training and technical assistance to subgrantees on financial management, compliance, and reporting.

    9. Risk Management:

    • Conduct regular risk assessments related to financial management and sub-granting, identifying potential areas of concern and developing mitigation strategies.
    • Evaluate the financial health of subgrantees to identify risks and vulnerabilities.
    • Prepare risk management reports for senior management, highlighting key findings and recommendations.
    • Monitor and report on the effectiveness of risk mitigation strategies and recommend adjustments as needed.
    • Develop and implement financial contingency plans to address potential risks and challenges that may impact the organization’s financial stability.
    • Collaborate with other departments to ensure a coordinated approach to risk management across the organization.

    10. Collaboration and Communication:

      • Collaborate with implementing teams to ensure that financial resources are allocated appropriately and utilized effectively.
      • Serve as a point of contact for financial inquiries from staff, partners, and other stakeholders.

        Qualifications

        • Bachelor’s degree in finance, Accounting, or a related field; a professional accounting qualification (e.g., ACCA, CPA) is preferred.
        • Minimum of 6 years of experience in finance and accounting, with a strong background in NGO finance management.
        • In-depth knowledge of Ugandan tax laws and financial regulations, particularly for NGOs.
        • Proficiency in accounting software (e.g., Odoo ERP, QuickBooks, ) and advanced Microsoft Excel skills.
        • Strong analytical and problem-solving skills, with a keen attention to detail.
